I didn't do nearly so good on the one where you have to count the "F"'s. I think why I did good on this one is the questions are very similar to ones my dad used to throw at me for fun when I was growing up. I knew to just keep looking until I found the "trick". That's a confusing question, but I think the answer would be the same either way if the boat rises with the tide.

Shouldn't be any under water, the boat floats and so will the rope ladder. If the boat springs a leak and starts to sink, the rope should float and still stay on top of the water. Now, if the rope ladder is secured to the side of the boat, this could be a different outcome.

LOL. Bill, the rope is secured to the side of the boat. I cut/pasted this from the Internet. This is one of the questions my Dad asked me as a kid. He was much more precise.
