It did not include any specific names and/or locations, which I would think is irrelevant. Even the fact that there were Christians that remained is really irrelevant as to whether or not what the Bible says is true or not. However, we do know from secular history that there have been Christians throughout the ages.
The fact of the matter is that the Bible spells out how the church government/leadership is to be maintained... anything outside of that has not been authorized.
