Galatians 6:10 (1-10 in context) would be one place to find the authorization for churches to help the poor. This is a letter to the churches of Galatia and the words "we" and "us" are used throughout.
10As we have therefore opportunity, let us do good unto all men, especially unto them who are of the household of faith.
I am actually mentally working through this matter right now. Our congregation is blessed with 5 acres of fallow land. A brother, who had to go on disability, asked if he could use to plant a garden with the intent of feeding the poor. I say that if we don't we are "burying our talents."
