Neither does being blind speak poorly of the bus driver.
The person that is unqualified is not necessarily a bad person. The person who was qualified and then lost his qualifications due to circumstances beyond his control is not a bad person. He is simply no longer qualified.
Too many people view the disqualification of an elder as some sort of punishment for doing wrong and it is not always the case.
