Was Stephen praying or speaking directly to Jesus?

This was a miraculous event and of course would not happen today. Well, I suppose it may happen if we live to see Jesus coming in the clouds.

Even if he was considered praying, I do not believe it would give us authorization to pray directly to Jesus, in light of the fact we are commanded to pray to the Father.
